PETRONAS Dagangan Berhad (PETRONAS Dagangan) has officially entered into a strategic joint venture with Blueshark Ecosystem Sdn. Bhd. (BESB), forming Blueshark Malaysia Sdn. Bhd. (BMSB)—a bold new collaboration focused on expanding the adoption of electric two-wheelers (2W-EVs) and battery-swapping infrastructure across the country. This initiative supports Malaysia’s ongoing low-carbon mobility ambitions under the National Energy Transition Roadmap (NETR).
The JV combines the resources of PETRONAS Dagangan’s subsidiary, PDB Growth Solutions Sdn. Bhd. (PGSSB), with BESB, building on a partnership that began in 2022 and has since matured through early pilot deployments and increasing traction in the 2W-EV segment. This next chapter will scale up those efforts, aiming to drive mainstream adoption while positioning Malaysia as a regional hub for electric mobility.
Under the new joint venture, BMSB will serve as the exclusive distributor of Blueshark electric motorcycles in Malaysia, including flagship models like the Soloera. The JV also plans to expand battery-swapping stations at PETRONAS service stations nationwide, with current infrastructure already live in key areas including the Klang Valley, Penang, and Johor.
To enhance production and support localised growth, BMSB is partnering with Sharkgulf Technologies Group Limited (STGL)—the original technology provider for Blueshark—and EP Blueshark Sdn. Bhd., a subsidiary of EP Manufacturing Bhd (EPMB), which will oversee local assembly. STGL brings advanced capabilities in smart battery systems, connected powertrains, and software integration, while EP Blueshark will help scale manufacturing with a focus on local logistics and production.
This holistic collaboration combines the unique strengths of each partner—PETRONAS Dagangan’s vast retail footprint, BESB’s product innovation, STGL’s technological prowess, and EPMB’s manufacturing experience—to form a robust, end-to-end ecosystem for electric two-wheelers in Malaysia.
Azrul Osman Rani, Managing Director and CEO of PETRONAS Dagangan, emphasized the significance of this initiative:
“This joint venture is a strategic leap forward as we transition from traditional fuels into cleaner, smarter mobility solutions. It reflects our commitment to delivering real-world value to customers today, while building a sustainable energy future. With Blueshark and our network strength, we’re creating a future-ready ecosystem for everyday mobility.”
Jeff Chong, Group CEO of BESB, shared a similar vision saying, “This partnership marks a pivotal moment in advancing Malaysia’s two-wheeled EV landscape. Together, we aim to become a household name in electromobility, making clean, efficient transport more accessible. With strong partners and an ambitious expansion plan, we’re powering Malaysia toward a greener, smarter future.”
STGL CEO Tiger Liu also highlighted the collaborative spirit behind the initiative by saying, “This isn’t just a commercial venture—it’s a meaningful step toward sustainable transport in Malaysia. At STGL, we see green mobility as a responsibility, and we’ll continue innovating and supporting local services to ensure the best user experience.”
Aidan Hamidon, Executive Director of EPMB, said, “Our journey into electric mobility began in 2022, and today’s agreement represents a major milestone. By combining STGL’s cutting-edge tech with our assembly expertise and PETRONAS Dagangan’s reach, we’re building a smart, connected EV ecosystem to accelerate Malaysia’s green agenda.”
